摘要
在总结近年来中央、地方河长制湖长制成效评价相关进展基础上,综合考虑当前的任务目标和阶段特征,研究提出了当前及今后一个时期开展河长制湖长制成效评价的思路、总体框架和以持久水安全、优质水资源、健康水生态、宜居水环境、科学水管理、先进水文化“六位一体”河湖建设内容为主线的指标体系,从因地制宜、分区分类完善河湖评价指标体系等方面提出了建议。
In recent years,progress has been made on the performance evaluation of river-lake chief system at central and local levels.Based on current tasks and objectives and features at the present phase,the paper puts forward ideas,overall framework and an indicator system with consideration of six elements of flood prevention and safety,high-quality water resources,healthy water ecology,livable water environment,scientific water management and advanced water culture,for the implementation of river-lake chief system.Suggestions are made from the aspects of adjusting measures to local conditions and improving the evaluation index system of river and lake by region and classification.
