摘要
从习近平总书记“每条河流都要有河长了”的号召开始,全国各地经过3年来的不懈努力,已全面实施河长制湖长制,河湖面貌发生很大改观,河湖管理和保护工作取得显著成效。回顾总结了河长制湖长制实施的进展、成效,梳理分析了目前存在的问题,探讨了河长制湖长制实施带来的启示,对进一步推进河长制湖长制“有名”“有实”“见效”,建设造福人民的幸福河湖提出意见和建议。
Starting from the call of General Secretary Xi Jinping for appointing chiefs for every rivers,the appearance of rivers and lakes has changed dramatically with remarkable achievements in river and lake management and protection,thanks to the implementation of river-lake chief system and unremitting efforts over the past three years.Through review and summary of outcomes and evaluation of existed problems,discussion are made on the practical insights brought by the system implementation.Suggestions for further up the system from"theory"to"practice"and finally"effectiveness"are offered in order to accomplish the goal of building happy rivers and lakes for the benefit of the people.
