摘要
社会工作专业为了应对实务工作中的千变万化,就必须有一套清晰可循的行为准则,分析和探讨植根于华人文化处境下的社会工作伦理守则,是理解和推动大陆社会工作伦理实践的重要基石。本文以我国大陆、香港、台湾三地的社会工作伦理守则为研究对象,并从文本结构、价值基础、伦理标准、实施保障四个维度比较了三地社会工作伦理守则的异同。规范社会工作伦理教育标准,设立专门的社会工作伦理委员会,推动证据为本的社会工作伦理研究,更新具有本土导向社工伦理守则等,是大陆社会工作伦理的未来发展方向。
In response to the complexity of social work practice, we must have a clear code of ethics. The analysis and discussion of social work code of ethics rooted in Chinese culture is an important cornerstone of understanding and promoting the ethical practice in China. This article explains the background of code of ethics in China's Mainland, Hong Kong and Taiwan. It is compared in four parts： the structure of the content, basic values, ethical standards, and the implementation. This article suggests that the future development direction of social work ethics in China's Mainland is the social work ethical education standards, the establishment of social work ethics committee, the promotion of evidence-based social work ethics research, and updating the code of ethics.
