沿海城市建设区域科技创新中心实施路径研究——以青岛市为例 被引量:7

摘要 建设具有全球影响力的区域科技创新中心正日益成为许多国家和地区提升综合实力和应对新一轮科技革命的重大战略。对纽约湾区、旧金山湾区、东京湾区等国外沿海科技创新中心,以及粤港澳大湾区等国内沿海科技创新中心的建设情况进行归纳,凝练出它们共同的做法和举措;并通过梳理这些沿海科技创新中心的建设经验,对青岛市建设具有全球影响力的科技创新中心进行顶层设计,提出建设主线、创新要素布局和具体实施路径,以期为青岛市等国内沿海城市建设具有全球影响力的区域科技创新中心提供决策支撑。 Building regional technology innovation center of global influence is increasingly becoming the major strategies to enhance national comprehensive strength and deal with a new round of scientific and technological revolution for many countries and regions.This paper summarizes the construction of foreign coastal science and technology innovation centers such as the New York Bay,San Francisco Bay,Tokyo Bay,as well as the construction of domestic coastal science and technology innovation centers such as Guangdong-Hong Kong-Macao Greater Bay Area,and condenses their common practices and measures.By drawing on the experience of the construction of these coastal science and technology innovation centers,the top-level design of Qingdao’s technological innovation center of global influence has been carried out,and the main line,innovative element layout and specific implementation path have been proposed.The suggestions are expected to provide decision support for Qingdao and other domestic coastal cities to build regional scientific and technological innovation centers with global influence.
