摘要
科技创新中心是创新的策源地和源泉,是建设现代化经济体系的战略支撑,是构建和完善国家科技创新体系的根本途径。文本从理论上分析了产业政策通过改变企业融资约束,提升人力资本和知识溢出水平,激发知识型企业选择科技创新中心的动机,形成科技创新中心,并依据2002-2018年中国A股649家上市公司的知识型企业数据和面板Logit模型,使用中介效应逐步法和分样本回归法验证了产业政策对知识型企业选择科技创新中心的一般作用机制和影响途径。研究发现:在政府补贴影响下,融资约束对知识型企业区位选择的抑制效应显著减弱,人力资本和知识溢出对知识型企业区位选择的促进作用明显增强;在税收优惠影响下,人力资本对知识型企业区位选择的促进作用显著增强,然而,融资约束和知识溢出对知识型企业区位选择的影响并不显著。
Innovation is the soul of science and technology innovation center,the strategic support for construction of modern economic system and the basic way for building the national science and technology innovation system.This paper utilizes industry theory to analyze how industrial policy changes the corporate financing constraints,enhances the level of human capital and knowledge spillover and stimulates the motivation of knowledge-based enterprises,thus promoting the development of the science and technology innovation center.Based on the database of listed companies and panel-logit model from 2002 to 2018 in China,this paper utilizes the mediation model and sample regression to investigate the influence of industrial policy on development of science and technology innovation.The results show that the government subsidies can alleviate the financing constraints of knowledgebased enterprises,enhance the level of enterprise human capital and knowledge spillover,and encourage a knowledge enterprise to choose science and technology innovation center.Preferential tax does not alleviate the financing constraints of knowledge-based enterprises,nor did it enhance the level of knowledge spillover of knowledge enterprises.It only raises the level of human capital in the knowledge-based enterprises,but it encourage knowledge-based enterprises to choose science and technology innovation center.
