摘要
突发公共卫生事件中的政府信息公开法律制度具有深厚的现实基础,对于消除危机以及由此引发的社会恐慌具有重要意义。然而,在立法不完备的背景下,政府相关的信息公开在某种程度上面临着时间上的不及时、内容上的不全面、基准上的不准确等困境。对此,我们需要对突发公共卫生事件中的政府信息公开进行立法回应,通过充实时间要素、细化内容要素、规范基准要素,提高政府信息公开的及时性、全面性、准确性。
The legal system of government information disclosure in public health emergencies has a profound practical basis, which is of great significance to eliminate the crisis and the social panic caused by it. Under the background of legislation deficiency, information disclosure is faced with three practical dilemmas: untimely in time, incompletely in content and inaccuracy in benchmark. In this regard, we need to improve the legislative response to the public health emergencies, that means to enrich the time elements, refine the content elements, and standardize the benchmark elements, so as to make substantive progress in the timeliness, comprehensiveness and accuracy of information disclosure.
