摘要
城乡教育关系问题是我国教育领域的重要议题。新中国成立后我国城乡义务教育关系先后经历了二元结构时期、均衡发展时期、一体化时期三个阶段。城乡义务教育二元结构政策是由教育普及与资源短缺的主要矛盾决定的,采取的是城市优先的教育统筹策略,差距和分割发展为其基本特征;城乡义务教育均衡发展政策是在追求质量与城乡教育差距拉大背景下提出的,采取的是向农村倾斜的教育统筹策略,以静态管理下的教育平等为目标;城乡义务教育一体化发展是人口流动加速与教育静态管理之间矛盾加剧的必然选择,以城乡兼顾、重在农村为主要教育统筹策略,追求的是融合发展下的教育平等。
The relationship between urban education and rural education is an important issue in education in China.After the founding of new China,urban-rural compulsory education relationship has successively experienced three stages:dual structure period,balanced development period and integration period.The dual structure policy of urban and rural compulsory education is determined by the main contradiction between education popularization and resource shortage.Urban areas take priority in overall education strategy,with gaps and segmentation development as its basic characteristics.The balanced development policy of urban and rural compulsory education,under the background of the widening urban-rural education gap,is to pursue quality.It is proposed to adopt an overall education strategy that leans towards the countryside,with the goal of equality in education under static management.The integrated development of urban and rural compulsory education is inevitable when the conflict between the population flow and more static management of education.The main education strategy is to balance urban and rural areas,with more focus on rural areas,so as to achieve equality in integrative development.
