摘要
公平正义是农村扶贫开发与低保制度的核心原则之一,两项制度的有效衔接实质上是为了实现更高层次的公平正义。但在两项制度实际衔接中,仍存在偏离公平正义的社会现象,主要表现为政策理念模糊不清,偏离起点平等;对象识别程序缺少联动,偏离过程公平;外部评估机制缺位,偏离结果正义。对此,应强化扶贫与低保政策衔接的顶层设计、建立同步识别的对象瞄准工作体制以及完善社会监督与第三方评估机制,以保证农村扶贫开发与低保政策的有效衔接,实现公平正义的价值理念。
Fairness and justice is one of the core principles of the rural poverty alleviation and development system and the minimum living security system.The effective connection of the two systems is essentially to achieve a higher level of fairness and justice.However,in the actual connection of the two systems,there are still social phenomena that deviate from fairness and justice,mainly manifested as unclear policy ideas and deviate from the starting point of fairness;lack of linkage in the object identification process and deviate from the process of fairness;absence of external evaluation mechanism and deviate from the result of justice.Therefore,we should strengthen the top-level design of the connection between poverty alleviation and minimum living security policy,establish the target targeting system of simultaneous identification and improve the social supervision and third-party evaluation mechanism,so as to ensure the effective connection between rural poverty alleviation and development and minimum living security policy,and realize the value concept of fairness and justice.
