摘要
工会组织发挥作用的关键因素是工会干部队伍,而工会干部教育培训则是建设高素质专业化工会干部队伍的先导性、基础性、战略性工程,需要建立、实施并不断完善一整套科学合理的教育培训体系。构建工会干部教育培训体系,要强化需求导向,采用问卷调查和行为事件访谈技术,从工会干部能力素质模型的视角出发,充分考虑组织培养目的、岗位适应需要、干部成长需求,明确定位培养目标,构建培训课程体系,实现“能力所需”与“培养所要”的结合,进而以课程体系建设为核心,精准设计培训项目、打造师资队伍、整合教育资源、提升管理服务水平、完善考核评价机制,构建起六位一体的工会干部教育培训体系,助力提升工会干部队伍的高素质专业化水平。
The team of trade union cadres is the key factor for trade union organization to function well,while the education and training system of trade union cadres is a leading,basic,and strategic project for the construction of a high-quality team.It is necessary to establish,implement and continuously improve a set of scientific and reasonable education and training systems.To build the education and training systems for trade union cadres,it is necessary to strengthen demand orientation,adopt questionnaire surveys and behavioral event interview techniques.Meanwhile,the system should also be based on the competence and quality model of trade union cadres,combined with organizational training goals,post adaptation needs and career development needs.With clear position-oriented training goals,established training curriculum system to achieve the combination of“capabilities required”and“cultivation needs”,We can make curriculum system construction as the core,accurately designing training programs,establishing high-quality faculties,integrating educational resources,improving management and service levels,improving assessment and evaluation mechanism,constructing the integration of six trade union cadres'educational training system in order to upgrade the high quality and professional level of trade union cadres’teams.
