摘要
2020年是一个最具历史性意义的关键时点,不仅是实现全面建成小康社会目标之年,更是打赢脱贫攻坚战,在现行标准下农村贫困人口实现脱贫、贫困县全部摘帽、解决区域性整体贫困的历史性时刻。但是,这是否就预示着2020年后就没有贫困了呢?显然不是。党的十九届四中全会明确提出“打赢脱贫攻坚战,巩固脱贫成果,建立解决相对贫困的长效机制”的新使命和新任务。因此,作为打赢脱贫攻坚战重要力量的金融扶贫,同样也将面临新的目标任务和重点转换,也同样需要在新的历史条件下实现创新发展。对此,论文从未来我国减贫新战略、金融扶贫成效评估,未来金融扶贫的思考和建议几个方面进行探讨,以期对我国金融扶贫有所参考。
The year 2020 is a historic moment for China because in this year,it is not only to achieve the goal of building a moderately prosperous society in all respects,but also to solve the problems of poverty alleviation for people who live in poverty..However,it does not mean that poverty does not exist after year 2020.It clearly proposed the new mission and task of“winning the battle against poverty,consolidating the results of poverty alleviation,and establishing a long-term mechanism to resolve relative poverty”in the fourth Plenary Session of the 19th CPC Central Committee.Therefore,financial poverty alleviation as an important impetuses against poverty,will be challenged with new goals and tasks as we need to achieve new innovative development in the changing environment.In this regard,we propose considerations for poverty reduction strategy,including effectiveness evaluation of financial poverty alleviation and future financial poverty alleviation,thereby providing suggestions for China’s financial poverty alleviation.
