摘要
党的十八大以来,以习近平同志为核心的党中央高度重视扶贫脱贫工作,作出了一系列战略部署和安排,从组织建设、政策协调等多方面不断推进脱贫攻坚任务开展,取得举世瞩目的成就。精准扶贫作为我国当前时期扶贫开发的重大战略决策,已经到达决胜关键时期。随着扶贫开发进入"啃硬骨头"阶段,必须创新扶贫开发思路,坚持精准扶贫、精准脱贫,科学总结国内外扶贫实践经验,优化精准扶贫治理体系和扶贫政策,增强扶贫的精准性,提高扶贫开发效率。本报告回顾了新中国成立以来扶贫工作经历的六个过程,分析了新时期我国精准扶贫工作的现状,收集整理了国内外扶贫的主要模式,并研究了我国金融扶贫的发展现状、问题与主要抓手。最后,本报告提出了银行参与金融精准扶贫的机遇,并给出了政策建议。
Since the 18 th National Congress of the Communist Party of China,Central Committee with President Xi Jinping as the core has attached great importance to poverty alleviation and made a series of strategies and arrangements.Central Committee continued to promote poverty alleviation tasks from aspects of organization construction and policy coordination,and achievements attracted worldwide attention.As a major strategic decision of poverty alleviation during current period,targeted poverty alleviation has reached a critical point of victory.As poverty alleviation enters"cracking hard nuts"stage,it is necessary to innovate poverty alleviation ideas,adhere to precise poverty alleviation strategy,summarize domestic and foreign practical experiences of poverty alleviation scientif ically,optimize precise poverty alleviation system and policy,enhance poverty alleviation accuracy,and improve poverty alleviation eff iciency.The thesis reviews six processes of poverty alleviation from establishment of People’s Republic of China,analyzes current status of targeted poverty alleviation,introduces the main models of poverty alleviation at home and abroad,and studies the development status,major issues and handles of f inancial poverty alleviation in China.F inally,the thesis proposes opportunities for banks to participate in targeted f inancial poverty alleviation and provides policy advice.
