摘要
考虑到科技金融投入产出过程是由科技成果研发和转化两个阶段构成,构建网络数据包络分析(DEA)模型分别评价阶段效率和综合效率。基于中国2009—2017年30个省份科技金融投入产出数据,分别对省级层次以及东、中、西部地区层次的科技金融效率进行比较分析。研究发现:各省域间科技金融效率差距明显,大多数省份表现出阶段效率双重低效;整体来看,研发阶段效率高于转化阶段效率,其中东部各阶段效率以及综合效率高于中西部,西部研发效率高于中部、转化效率低于中部。
Typically,the production chain of science and technology finance consists of the research and application stages,so this paper constructs a network data envelopment analysis(DEA)model to evaluate the stage efficiency and the comprehensive efficiency respectively.Based on the input-output data of science and technology finance in 30 provinces of China from 2009 to 2017,the paper makes a comparative analysis on the efficiency of science and technology finance at the provincial level and in the east,middle and west regions respectively.It is conclusively shown that the gap between the efficiency of science and technology finance is obvious among the provinces,and most of the provinces show the dual inefficiency of stage efficiency.On the whole,the efficiency of R&D stage is higher than that of transformation stage,in which the efficiency of each stage in the east and the comprehensive efficiency are higher than that in the middle,and the efficiency of R&D in the west is higher than that in the central,and the efficiency of transformation is lower than that in the middle.
