摘要 【目的】旨在对河南省科技金融效率进行分析。【方法】本研究从科技金融投入和产出两个视角入手,对河南省科技金融状况进行剖析。在构建河南科技金融投入产出评价指标体系的基础上,采用DEA-BCC指数模型,对2010—2019年河南省的科技金融效率进行静态测度分析。【结果】根据DEA模型的测度结果,2010—2019年,河南科技金融的效率值一直低于0.9,处于非有效状态。河南省的科技金融综合效率均值分布在0.8~0.86之间,总体呈先降后升的趋势,但效率值一直低于0.9,说明河南省的科技金融效率总体不高,存在资源浪费现象。【结论】河南省的科技金融效率总体水平不高,各市之间的科技金融效率存在较大差异,且受政府支持力度、金融市场发展程度、企业创新成效、人力资本、地区科技创新水平及贷款支持力度等多种因素的影响。 [Purposes]The purpose of this article is to analyze the efficiency of science and technology finance in Henan Province.[Methods]This study analyzes the science and technology finance in Henan Province from two perspectives:input and output.Based on the construction of an evaluation index system for science and technology finance input and output in Henan Province,the DEA-BCC model index model is used to statically measure and analyze the efficiency of science and technology finance in Henan Province from 2010 to 2019.[Findings]According to the measurement results of the DEA model,the efficiency value of science and technology finance in Henan Province has been consistently below 0.9 from 2010 to 2019,indicating a non-effective state.The mean value of the comprehensive efficiency of science and technology finance in Henan Province is distributed between 0.8~0.86,showing a trend of first decreasing and then increasing overall.However,the efficiency value has been consistently below 0.9,indicating that the overall efficiency of science and technology finance in Henan Province is not high and there is resource waste.[Conclusions]The overall level of science and technology finance efficiency in Henan Province is not high,and there are significant differences in science and technology finance efficiency among different cities.This is influenced by various factors such as government support,financial market development,enterprise innovation effectiveness,human capital,regional science and technology innovation level,and loan support.
