摘要
科技金融是科技创新活动与金融政策或工具的互动,强调科技创新与金融的融合,将在我国创新型国家建设中发挥越来越重要的支撑作用。为了加深对科技金融的理解,促进它的研究与应用,有必要对科技金融重要问题的研究进行梳理、评析与展望。本文在梳理大量国内外典型文献基础上,率先综合科技金融理论和应用研究,总结出科技金融研究框架,从科技金融涵义、科技金融体系、科技金融绩效、科技金融政策四方面的研究进展进行梳理、回顾和评析,对10个重点研究问题进行回顾和评述,系统讨论了科技金融的研究重点、热点以及难点,并对科技金融研究未来发展的趋势进行展望。建议未来科技金融研究可从科技金融模式差异性、科技金融评价体系、社会金融资本对科技创新的作用、研发财政政策对科技创新效率的激励作用以及创新全过程视角下科技金融的金融支持功能研究等方面进行完善。
Sci-teeh finance is an interaction between technology and finance,which emphasizes the combination of technological innovation and financial innovation and will play an increasingly important role in the construction of an innovative nation in our country.In order to deepen the understanding of sci-teeh finance and promote the research and application of it,it is necessary to review,evaluate and look forward the studies of important issues about sei-teeh finance.Combing the theory and practice development of sei-teeh finance based on lots of typical literature at home and abroad,this paper reviews the sci-teeh finance studies in terms of four aspects including concept,system,performance and policy of sei-teeh finance,and ten important research areas.This paper systematically discusses the research focuses and hot spots as well as the diffieuhies in sci-teeh finance studies,and looks forward to the potential development of sei-tech finance studies.The potential studies on sei -teeh finance can be perfected in several ways such as focusing on the differences in sci-teeh finance pattern,the evaluation system of sei-teeh finance,the role of social financial capital in sci-ence,technology and innovation,the incentive effect of R&D fiscal policies on the efficiency of science,technology and innovation, and the financial supporting functions of sci-tech finance from the whole process of innovation.
