摘要
欧美国家的经验表明,由最初的垄断型市场逐步过渡到竞争型市场,反映了天然气市场发展的一般趋势。竞争型市场的建立,既是政府监管改革的结果,主要措施是剥离管道公司的销售服务实现管网公平准入,又是天然气市场发展成熟的产物,拥有丰富的本土资源,能够在供应侧形成有效竞争,是建立竞争型天然气市场的重要条件。对中国的几点重要启示是:中国不失时机地推进天然气市场改革,符合天然气市场的发展规律;竞争型市场的建立是天然气工业长期发展的产物,中国推进天然气市场改革需要久久为功;中国应充分发挥自身优势,积极稳妥推进天然气市场改革。
The experience of European and American countries shows that the gradual transition from the original monopoly market to a competitive market reflects the general trend of the development of the natural gas market. The establishment of a competitive market is not only the result of government regulatory reforms,but also a mature product of the natural gas market development. The major measurement is to divest pipeline company sales services and to achieve fair access to the pipeline network. Effective competition from the supply side is an important determination for establishing a competitive natural gas market. There are several important enlightenments that China can learn from,such as;the further advanced reform of the natural gas market in China,within the line of the natural gas market development,a competitive market can support the long-term development of the natural gas industry,China’s natural gas market requires a constant and long tome reform,and China should strengthen its advantages and pushing forward the natural gas market reform actively and steadily.
