摘要
本文首先阐述了天然气交易中心建设对价格改革的重要作用,分析了国内天然气交易中心建设与交易现状,并通过梳理国外天然气市场体系建设情况及值得从中借鉴的相关经验,提出如下对策建议:(1)把握发展机遇,丰富现有天然气交易中心的交易品种、拓宽供需来源、扩大交易规模;(2)国家要进一步发挥统一规划和合理布局的重要作用,随着中国天然气市场化程度的加深,国家可以鼓励建设区域性的天然气交易中心,推行多层次、差异化的天然气交易体系建设;(3)继续按照"管住中间、放开两头"的市场化改革思路,捋顺天然气竞争性价格机制;(4)完善中国的天然气市场监管体系,提高政府监管能力。
This paper analyzes the construction and current situation of natural gas exchange center in China, and expounds the important role of the construction of natural gas exchange center in price reform. By combing foreign natural gas market system and what is worth to draw lessons from the related experience, this paper puts forward the following countermeasures:(1)existing natural gas exchange centers are expected to grasp the development opportunities to enrich the trading varieties, to expand the sources of supply and demand, and to expand the trading scale;(2)the national government should further play the important role of unified planning and reasonable distribution. With the deepening of the marketization of natural gas in China, the construction of regional natural gas trading centers and the implementation of multi-level and differentiated natural gas trading system are greatly encouraged;(3)the competitive price mechanism of natural gas in accordance with the market-oriented reform idea of "controlling the middle and opening up the two ends" are supposed to be improved;(4)China’s natural gas market supervision system and the government’s regulatory capacity ought to be improved and enhanced.
