摘要
科技评价对国家的科研具有指挥棒和风向标作用。分析、比较了国家重点研发计划“纳米科技”重点专项、中国科学院“百人计划”发表SCI论文和中文论文的数量。2016-2018年我国共资助“纳米科技”重点专项98项,92.34%论文发表在SCI收录期刊;2008-2015年,“百人计划”78.03%的论文发表在SCI收录期刊。发现资助项目、计划越高端,SCI论文比例越高。唯SCI的科研评价导向造成学术评价话语权旁落,本国学术交流土壤荒芜,原创成果流失,形成SCI知识资源和价格双重垄断,加大国人与发达国家之间无形的知识鸿沟,国家战略与人才储备一览无余呈现,滋生科研浮躁之风。建议叫停SCI论文物质奖励,实施多元评价,建立科学合理的学术评价体系和高水平学术期刊群,回归科学研究首先服务国家需求的初心。
Scientific and technological evaluation plays a role of baton and weathervane in national scientific research.The number of SCI-covered papers and Chinese papers on the National Key R&D Program"Nanotechnology"and the"Hundred Talents Program"were compared and analyzed.Ninety-eight key projects of"Nanotechnology"were supported by the national fund of China and 92.34%of the papers on"Nanotechnology"were published in SCI-covered journals in 2016-2018,in addition,78.03%of the Chinese papers on the"Hundred Talents Program"were published in SCI-covered journals in 2008-2015,which showed that the higher the class of national fund-supported projects and plans is,the higher the ratio of SCI-covered papers is.Only SCI-based academic evaluation of papers based on their publication journals has leaded to the loss of right to speak in academic evaluation,barrens of the academic communication,loss of the original scientific achievements,formation of a dual monopoly of SCI knowledge resources and prices.total exposure of national strategy,scientific and technological strength and talent reserve,widening the knowledge gap between China and developed countries,breeding of exaggeration in scientific research.Following suggestions were thus proposed,namely immediate stop of material and monetary rewards for SCI papers,implementation of multiple evaluations,establishment of scientific and rational academic evaluation system and a high-level academic journal group,and returning to the original aspiration to serve first for the country in scientific research.
