摘要
基础研究能力已成为高等学校原始创新力的重要标志,是提升高等学校科技创新水平、培养高水平创新人才的关键所在。SCI作为国际公认的反映基础研究水准的代表性工具,通过对SCI论文进行奖励,有助于引导科研人员发表高水平的学术论文,有助于激励科研人员做基础研究的积极性,有助于高校科技创新。建议SCI论文奖励政策应关注学科之间的差异性,注重引用的情况和奖励形式的多样化。
