摘要
针对目前生态补偿标准单一以及确定范围有限等问题,提出利用污染足迹、污染足迹效率、环境承载力、区域平均吸纳能力和经济效益损失值等指标,建立生态补偿标准模型,并以我国31个省份为例进行实证分析。首先,将每个省份设定为一个组别,对比组内的污染足迹和全国污染足迹,以确定补偿的主客体;其次,利用生态补偿模型计算各组(省)的生态补偿(受偿)标准,结合人均污染足迹和污染足迹效率,把各省份分为高高、高低、低高、低低组合;最后,针对不同组合提出个人建议。低高组合是理想组合;高高组合应减少污染,调整产业结构;高低组合应通过政策扶持,提高区域生态环境效率;低低组合应通过科技进步,提高区域产出效率。
Aiming at the limitation of the scope of application of the current ecological compensation standard,this paper proposes a model of ecological compensation standard based on the pollution footprint,pollution footprint efficiency,environmental carrying capacity,regional average absorptive capacity and economic loss value.The model is analyzed by empirical analysis in 31 provinces of China.By dividing different provinces into different groups,the pollution footprint in the group is compared.According to the model of ecological compensation,the ecological compensation standards of each group(province)are calculated,and combined with the per capital pollution footprint and the efficiency of pollution footprint,they are divided into high-high,high-low,low-high and low-low combinations,in which the low-high combination is the ideal combination.For the high-high combination,the paper proposes to reduce pollution and adjust the industrial structure.For the low-low combination,it is proposed to improve the efficiency of regional ecological environment through policy support;for the low-low combination,it is proposed to improve the efficiency of regional output through scientific and technological progress.
