基于DID模型的流域横向生态补偿政策的污染——贵州省赤水河流域实证研究 被引量:17

Performance Evaluation of Pollution Reduction Based on DID Model for Watershed Ecological Compensation Policy: An Empirical Study of Chishui River Basin in Guizhou Province

摘要 当前,国内对于生态补偿的研究主要集中在构建理论、探索机制、制定标准等方面,缺乏政策绩效评价研究,导致对政策实施成效缺少科学认知,影响了补偿政策充分发挥作用。文章基于2010—2017年贵州省赤水河流域的毕节市、遵义市和湖南省沅江流域湘西市、怀化市的面板数据,运用DID模型评价赤水河流域横向生态补偿对污染物总量减排绩效的影响。研究发现,赤水河流域横向生态补偿显著降低了毕节市和遵义市的工业污染物总量排放强度,且政策效果具有可持续性。通过子样本检验、安慰剂检验、变换控制变量,检验结果具有较强稳健性,表明流域横向生态补偿机制可以有效地促进流域生态环境的改善,将来可从中小流域逐步推广到更大尺度流域。 At present,the research on ecological compensation in China mainly focuses on the construction of theory, exploration mechanism,and formulation of standards.The lack of policy performance evaluation has led to misunderstanding of policy implementation,which affected the effectiveness of policy formulation.Based on the panel data of Bijie,Zunyi in the Chishui River of Guizhou Province and Xiangxi,Huaihua in the Yuanjiang River of Hunan Province from 2010 to 2017,this paper uses DID model to evaluate the impact of horizontal ecological compensation on the emission reduction performance. The study found that the horizontal ecological compensation in the Chishui river basin significantly reduced the total industrial pollutant emission intensity in Bijie and Zunyi,and the policy effect was sustainable.Through subsample test,placebo test and transformation control variables,the results have strong robustness,which indicates that the horizontal ecological compensation mechanism of the basin can effectively promote the improvement of the basin ecological environment,and can be gradually extended from the small and medium basins to the larger scale basins in the future.
