摘要
"一带一路"倡议提出近6年,已得到越来越多国家的认同和响应。"一带一路"的重点内容之一就是基础设施互联互通,"一带一路"沿线分布着众多油气储量丰富的油气资源国,这些国家以油气产业为支柱产业,亟需改善油气基础设施,以增加油气生产和出口。这为中国石油企业带来了机遇,同时也应看到"一带一路"倡议提供的是一个公平开放的平台,在国际油气工程承包市场里,各国工程公司云集于此,执行国际工程惯例,竞争十分激烈。如何快速完成高水平的EPC投标报价,关系着中国石油企业能否中标,在竞争激烈的国际油气工程承包市场里得以生存。分析EPC投标报价费用构成,探讨EPC投标报价方法,提出几点注意事项,为海外油气田地面工程EPC项目投标报价实践提供参考。
The "Belt and Road"initiative has been launched for nearly 6 years,and it is recognized and responded by more and more countries. One of the key contents of the"Belt and Road"initiative is the interconnection of infrastructure. Along the"Belt and Road",there are many countries which are rich in oil and gas reserves. These countries take the oil and gas industry as their pillar industry,and urgently need to improve their oil and gas infrastructure so as to increase oil and gas production and exports,which brings opportunities for Chinese petroleum enterprises. At the same time,we should also see that the "Belt and Road"initiative provides a fair and open platform. In the international oil and gas engineering contractingmarket,many engineering companies from various countries are gathered here to carry out international engineering practice under fierce competition. How to quickly complete the high-level EPC bidding quotation is related to whether Chinese petroleum enterprises can win the bid and survive in the fiercely competitive international oil and gas engineering contracting market. This paper analyses the cost composition of EPC bidding quotation,probes into the method of EPC bidding quotation,and puts forward some matters that needs attention in order to provide references for the practice of EPC project bidding quotation of overseas oil and gas field surface engineering.
