摘要
目前,我国工程总承包发展达到了一个新阶段,但缺乏一套系统的、可操作的工程总承包评标指标体系。为此,给出了工程总承包评标指标体系建立的原则,分析了工程建设应达到的五个目标,并以此为基础,提出了工程总承包模式下一套完整的选择总承包商的评标指标体系,包括商务指标、技术指标与管理指标。
With the development of design-build/EPC projects in China,it is necessary to build up a systematic and operational bid evaluation system.This paper analyzes the theoretical principles for establishing a bid evaluation system. Five construction targets are proposed based on which bid evaluation criteria and indicators are analyzed and set out. Finally, it offers a comprehensive evaluation system that embodies commercial, technical and managerial indicators for design-build/EPC projects.
