摘要
乡村教师专业发展是乡村教育振兴的关键因子,乡村教师专业发展支持服务体系的政策变迁同步于乡村教育政策体系的变迁。从政策过程的中观视域分析,乡村教师专业发展经历了从保障性阶段到激励性阶段的政策转变,但是在其支持服务政策运行过程中仍存在结构性困境,需要在农村教育政策系统内部,从服务管理模式、服务支持机制与服务激励机制等方面寻找乡村教师专业发展支持服务体系的优化与完善。
The professional development of rural teachers is a key factor in the revitalization of rural education. The policy changes of rural teachers’ professional development support service system are synchronized with the changes of the rural education policy system.Based on the mid-view analysis of the policy process,the professional development of rural teachers has experienced a policy shift from the security stage to the incentive stage.However, there are still structural difficulties in the operation of its support service policy. It is necessary to find the optimization and improvement of the rural teacher professional development support service system from the aspects of service management mode, service support mechanism and service incentive mechanism within the rural education policy system.
