我国地方高校一流本科专业建设的困境与出路 被引量:68

摘要 坚持历史与现实相统一,系统考察新中国成立70年来高校本科专业的建设历程。厘清新时期地方高校一流本科专业建设的目标与价值,总结分析地方高校一流本科专业建设面临的困境;明确地方高校高等教育内涵式发展应以一流本科专业建设为抓手,实施分层发展战略,理顺校地协同机制,推进校际同类专业联盟、校内学科-专业-课程一体化建设的协同式创新发展路径,建立人才培养质量保障,完善一流本科专业建设支持机制,健全评价机制,实施动态管理。 This is a concrete measure to implement the strategic task of“achieving the intensive development of higher education”proposed in the Report of the 19th National Congress of CPC.This paper gives an incisive analysis of the construction process of undergraduate programs in the 70years since the founding of the People’s Republic of China,studies the objectives and value of the intensive development of higher education,and summarizes the difficulties faced by the construction of“first-class undergraduate programs”in local universities.It concludes that the intensive development of local universities should rely on the construction of“first-class undergraduate programs”,implement a stratified development strategy,work out a proper coordination mechanism between the local universities and local governments,establish an inter-college alliance for similar programs and an innovative coordination mechanism for the disciplinary curriculum integration as well as a quality guarantee system for talent training and assessment,improve the quality-supporting mechanism for first-class undergraduate programs,and implement a workable dynamic management.
