摘要
近年来,随着我国“适度普惠型儿童福利制度”试点工作的开展,困境儿童的福利提供和福利权实现得到了极大的重视,但与此同时城市困境儿童的福利问题依然严峻,福利排斥仍然存在,导致制度实施的目标难以达成。以江苏省4个试点城市为例,运用深度访谈的方法,从福利排斥角度分析目前儿童福利制度运行中存在的问题。研究发现,目前城市困境儿童福利实践问题主要是集中于地域和户籍身份两个向度上的福利排斥问题,而导致其福利排斥产生的根本原因是一直以来我国福利提供领域存在的“差序格局”。因此,实行统一的“社会身份”标准进行福利提供、缩小平衡地方间儿童福利提供差距,是摆脱福利排斥、减少儿童福利问题的关键。
Recently,with the development of the pilot program of "an Appropriate Universal-type Child Welfare System" in China,the welfare provision and the realization of welfare rights in the vulnerable children has got great attention.However,at the same time,the welfare of urban vulnerable children remains grim as children’s welfare exclusion still exists,leading to the goal of the system unachieved.Taking four pilot cities in Jiangsu Province as an example and using an intesive interview,the article analyzes the problems in the operation of the system from the perspective of welfare exclusion.The study finds that the problem of the children welfare system is the welfare exclusion,which is mainly concentrated in two aspects of geographical and household identity.The fundamental reason of China’s vulnerable children’s welfare exclusion is the pattern of difference sequence in the field of welfare provision.Therefore,the most important way to get rid of welfare exclusion and reduce child welfare issues is to implement a unified standard as "Social identity" for children’s welfare provision and bridge the gap in different places.
