The Justifiability Foundation of Democratic Management in Enterprises

摘要 企业民主管理制度的正当性基础问题并未解决。由于特定的历史原因,长期以来理论和实践更多是从公有制出发论证民主管理的正当性,但以所有权为基础的理论会导致直接否定非公企业的民主管理,也不符合市场经济国家的一般制度现象。梳理历史,还存在民主理论、人力资本理论、企业社会责任理论、所有权附有社会义务的思想、现代企业管理与制度的需要等对民主管理制度进行正当化的理论。上述理论中最终可以对我国企业民主管理进行正当性说明的主要有两种:所有权负有社会义务的思想(企业社会责任理论)以及人力资本理论。要真正落实企业民主管理制度,除了上述质的正当性之外,还应通过制度设计在量的方面协调企业民主管理与企业经营自由等利益。 The problem of the justifiability foundation of democratic management in enterprise is not solved yet. Due to historical reasons, the justifiability foundation of democratic management has been reasoned from the perspective of state ownership by both theory and practice for a long time. However, the theory of ownership will deny the democratic management in non-statc owned enterprises and will not conform to the general system of market economic countries. When looking back to the history, theories of justifiability foundation of democratic management are variable, such as democratic thoughts, human capital theory, corporate social responsibility (CSR), ownership attached with social responsibility, modem enterprise management and system, all above have consisted basic theories which will justify the democratic management system. Among above theories, only two of them will justify the democratic management in enterprises to China, namely ownership attached by social responsibility (CSR) and human capital theory. If we want to realize the democratic management system, we need to not only justify it in quality based on (hereof, but also coordinate employees to join management of enterprises in quantity.
