摘要
立基于长期雇佣体制下的日本雇佣调整补助金制度,其实质是一种雇主经营风险(工资支付风险)的社会化分担机制,并在历次危机中有效实现了减轻雇主经营成本和保障劳动者经济安全的双重目的。我国现有失业保险预防失业制度中的稳岗补贴措施,无法在减轻雇主经营成本和保障劳动者经济安全之间求得平衡,并且对劳动者的保护力度明显偏弱。结合我国实际,有必要在借鉴日本雇佣调整补助金制度的基础上,从给付条件、给付标准和财务来源等方面构建一套适合我国的工资支付风险社会化的分担机制,从而健全现有的失业保险预防失业制度。
Japan's employment adjustment subsidy system,based on the long-term employment-system,is essentially a socialized sharing mechanism of employers'operating risks(wage payment risks).It has effectively achieved the purpose of reducing employers'operating costs and ensuring workers'economic security in previous crises.The job stabilization subsidy in the existing unemployment insurance system in China can't strike a balance between reducing employers'operating costs and ensuring workers'economic security.The protection of workers is obviously weak.According to the actual situation in our country,it is necessary to learn from Japan's employment adjustment subsidy system,and build a set of socialized sharing mechanism of wage payment risk suitable for China from the aspects of payment conditions,payment standards and financial sources,so as to improve the existing system of unemployment insurance to prevent unemployment.
