摘要
自20 世纪90 年代碳排放交易市场体系确立之后,金融化便成为气候政策过程的主导逻辑。一般而言,金融机构代理关系、股东价值最大化偏好以及去监管与市场导向等多元变量共同推动了气候政策金融化的深入。全球气候治理行动从气候政策金融化过程中获得了大量资金。但是,气候领域金融工具的大肆运用衍生出包括碳市场投机、碳定价下跌以及横纵双向的阶层地理分化等在内的负面政策后果,制约着全球减排目标的达成。全球气候治理体系应调整碳交易市场买卖双方责任关系,改革失衡的碳交易体系,并适当应用碳税和碳定价等政策工具,结合气候治理与金融治理,创建平等平衡的新型气候政策金融化参与方式。此外,中国应汲取欧美气候政策过度金融化的经验教训,在有效利用金融工具应对气候变化的同时,加强政策监管,预防潜在风险。
Since the introduction of the carbon emission trading system in the 1990s, financialization has been the dominant logic informing the making of climate policy. In general, a host of factors have contributed to the financialization of climate policy such as the nature of financial institutions as agents, the maximization of shareholder value, deregulation, and marketization. Financialization has helped to raise an enormous amount of money for global climate governance. However, the extensive use of the financial toolbox has bred a series of negative consequences that hinder the global emissions reduction drive, including speculative activities, the decline in carbon prices, and the class and geographical cleavages, both horizontal and vertical. Global climate governance should develop a new and equitable model of financialization by adjusting buyer-seller relations in the carbon market, reform the unbalanced carbon trading system, and make appropriate use of policy instruments such as carbon taxes and carbon pricing. In addition, China needs to learn from the lessons of excessive financialization in the EU and the U.S. by strengthening policy regulation and preventing potential risks while effectively utilizing the financial instruments in climate governance.
