摘要
在阐述铁路运输企业参与碳交易市场现状和实践的基础上,对北京市和上海市试点碳交易体系中铁路运输企业碳排放覆盖范围、碳排放核算、配额分配方法和抵消机制进行分析。通过研究铁路运输企业参与碳交易市场的主要影响因素,从制定铁路运输企业低碳发展战略、建立健全铁路碳交易管理体系、研究铁路运输企业碳排放配额分配方案、开展铁路减排方法论研究和铁路碳普惠机制初步研究等方面提出铁路运输企业参与碳交易市场的对策建议。
On the basis of expounding the current situation and practice of railway transportation enterprises participating in carbon trading market, this paper analyzes the carbon emission coverage, carbon emission accounting, quota allocation method and offset mechanism of railway transportation enterprises in the pilot carbon trading systems in Beijing and Shanghai. Through studying the main influencing factors of railway transportation enterprises participating in carbon trading market, this paper puts forward some measures and suggestions for railway transportation enterprises to participate in carbon trading market from the aspects of formulating the low carbon development strategy of railway transportation enterprises, establishing and perfecting the railway carbon trading management system, studying the carbon emission quota allocation scheme of railway transportation enterprises, carrying out the research on railway emission reduction methodology, and carrying out the preliminary research on railway carbon inclusion mechanism.
