摘要
“经济化”是当代国际政治的一个基本特点,指经济考量主导主权国家的外交政策,导致国际政治日益演变成国际经济关系。国际政治经济化有两个表现:一是低级政治经济化,即环境、人权和意识形态等传统的低级政治议题被转化为经济议题,经济因素成为解决低级政治问题的关键手段;二是高级政治经济化,即诉诸经济手段解决政治冲突,发生冲突的目的往往也是捍卫或获取经济利益。国际政治经济化的外因包括联合国体制对主权国家版图的确认和保护、核武器的发展、两极格局解体以及消费主义在全球范围内盛行;内因则是政治合法性标准向绩效合法性转变。对于国际政治而言,经济化是一把双刃剑:一方面,提高了国际政治的文明程度,在大多数情况下,武力不再被用作解决国际争端的手段;另一方面,排挤和侵蚀了世界政治的非经济价值,带来个人、国家和国际关系的深刻改变。
Economization, defined as the predominance of economic considerations in the foreign policyof sovereign states, leading to the increasing evolution of international politics intointernational economic relations, is a fundamental feature of contemporary internationalpolitics. It consists of two dimensions, and one is the economization of low level politics. Thismeans that traditional low level political issues, such as environmental protection, humanrights, and ideology, are transformed into economic issues, and economic statecraft has becomethe principal solution. The other is the economization of high politics. It means politicaldisputes tend to be resolved by economic means, while armed conflicts are arguably intendedto procure or safeguard economic benefits. The external causes of the change are diverse,including the United Nations Institutions that guarantee and protect the territorial integrity ofsovereign states, the development of nuclear weapons, the disintegration of the bipolarstructure, and the spread of consumerism. Internally, it is because of the shift of politicallegitimization to merit legitimization. Economization is a double-edged sword for internationalpolitics: whereas it civilizes international politics so much that resolving international disputesby force has been abandoned in many instances, economization has been eroding and crowdingout non-economic values of world politics and causing substantive changes in interpersonal,intrastate, and international relations.
