摘要
印太经济框架显著提升了印太战略的经济化程度,赋予了清洁能源以支柱性地位。作为印太经济框架重要成员亦是能源需求大国的印度和日本,在清洁能源领域展现出日益强烈的合作需求。印日清洁能源合作以民用核能、氢能以及可再生能源技术转移为主要合作领域,并随着两国的战略趋同、发展清洁能源的共同需求与推动供应链对华脱钩的战略需要而不断深化,日益呈现出泛安全化、供应链化和机制化的新特点,对我国相关产业产生一定的影响。可以预见,两国的清洁能源合作将随着印太战略的拓展而进一步深化,但这一议题进程面临着诸如印日战略分歧、供应链对华路径依赖、国内财政状况等因素的制约。为此我国一方面要进一步坚实内功,发展好清洁能源产业;另一方面要进一步扩大开放,鼓励国内清洁能源企业积极主动参与清洁能源国际竞争,提升我国产业国际竞争力。
The Indo-Pacific Economic Framework(IPEF)has significantly enhanced the economization of the Indo-Pacific strategy by giving clean energy a pillar status.India and Japan,as key members of the Indo-Pacific Economic Framework and major energy-demanding countries,have shown increasing demand for cooperation in the clean energy sector.India-Japan clean energy cooperation,with civil nuclear energy,hydrogen energy and renewable energy technology transfer as the main areas of cooperation,has been deepening with the strategic convergence between the two countries,the common need to develop clean energy and the strategic need to promote the decoupling of the supply chain to China,and is increasingly showing new characteristics of pan-security,supply chain and mechanism,which has a certain impact on the relevant industries in China.It is foreseeable that the clean energy cooperation between the two countries will further deepen with the expansion of the Indo-Pacific strategy,but the process of this issue faces constraints such as the strategic differences between India and Japan,the dependence of the supply chain on China’s path,and the domestic financial situation.For this reason,China should further solid internal strength and develop the clean energy industry,on the other hand,we should further expand the opening,encourage domestic clean energy enterprises to actively participate in the international competition of clean energy and enhance the international competitiveness of our industry.
