摘要
与传统治理相比,大数据在优化城市交通资源配置、提高城市交通运转效益、创新城市交通监管方式、促进城市交通信息跨域共享方面具有无可比拟的优势,这一优势在北京、上海、广州、深圳四个城市中更为明显。文章以此为出发点,以北、上、广、深四个城市大数据驱动的交通变革为案例,系统剖析大数据时代的城市交通是如何从传统治理走向智慧治理的。分析发现,大数据对城市公共交通智能化变革有重要的影响。但是,交通大数据采集的准确率问题、平台的聚合力问题、数据的安全性问题和存取方式问题依然制约着城市交通变革的进程。为此,运用大数据技术,让多元治理主体协同参与、多样治理技术齐头并进、多种治理机制流程再造,是城市交通从传统治理走向智慧治理的有效途径。
Compared with traditional governance,big data has incomparable advantages in optimizing the allocation of urban traffic resources,improving the efficiency of urban traffic operation,innovating the mode of urban traffic supervision and promoting the cross-regional sharing of urban traffic information,which is more obvious in Beijing,Shanghai,Guangzhou and Shenzhen.Based on this understanding and the case of the traffic transformation driven by big data in Beijing,Shanghai,Guangzhou and Shenzhen,this paper systematically analyzes how the urban traffic in the era of big data transforms from traditional governance to smart governance.It concludes that the big data has an important impact on the smart transformation of urban public transport.However,the accuracy of traffic big-data acquisition,the cohesion of the platforms,the security of data and the access mode still restrict the process of urban traffic transformation.For this reason,it is an effective way for urban traffic to transform from traditional governance to smart governance by using big-data technology,while allowing multi-governance subjects to participate in collaboration and applying multi-governance technologies and mechanisms.
