摘要
对照“精准化、精细化服务”的政策导向和现实需求,当前在城市社区精细化治理上还存在诸多问题,如粗放式的管理思维导致个体需求满足的精度受限、碎片化的治理体制导致服务居民行动的速度迟缓、行政化的治理倾向导致个体参与治理的效度较低等。实现城市社区精细化治理需要增强“三度”效益:“微治理”项目构成对接平台,提升治理精度;“一核多元”体系汇聚主体合力,提升治理速度;“技术赋能”拓展治理方式,提升治理效度。近年来,上海市浦东新区沪东新村街道社区推出“微心愿”项目以回应群众多样诉求、贯彻“全周期管理”理念以规范主体行动、借助“智能化”平台以提升工作效能,使满足群众需求的精度得到提高、多元主体联动的速度得到提升、应对基层难题的效度不断增强,为我国城市社区精细化治理提供了如何增强“三度”效益的重要参考。
To adapt to policy orientation and practical needs of“accurate and refined services”,there are still some problems in current refined governance of urban community such as limited accuracy of meeting individual needs due to extensive manage-ment thinking,slow action to serve residents due to fragmented governance system,and low effectiveness of individual participa-tion in governance due to administrative tendency.To achieve refined governance of urban community,it is necessary to enhance“three-degree”benefits:the“micro governance”projects form the docking platform to improve governance accuracy,the“one-core and multiple subjects”system gathers collective efforts of main bodies to improve governance speed,and“technical empower-ment”expands governance methods to enhance governance effectiveness.In recent years,the communities of Hudong Xincun Sub-District,Pudong New Area,Shanghai have achieved the goals of improving the accuracy of meeting the needs of residents,the speed of multi-subjects coordination,and the effectiveness of addressing primary-level problems by launching“micro wish project”to respond to diverse demands of the residents,implementing the concept of“full-cycle management”to regulate actions of actors,and utilizing the“intelligent platform”to improve work effectiveness,which provides important reference about how to enhance“three-degree”benefits of refined governance of urban community in China.
