摘要
贫困地区致贫多为贫困地区的不利区位条件和资源环境条件,贫困群体的低水平人力资本,以及城乡、区域之间的制度失衡等因素。打好脱贫攻坚战,既需要建立经济发展红利和公共资源的共享机制,协同推进新型城镇化与贫困地区乡村振兴,也需要开发人力资本,提升贫困群体分享经济发展红利的能力,以城乡融合发展促进长期减贫。
The poverty is caused by adverse location conditions and environmental conditions in poor areas,as well as low-level human capital of poor groups,and institutional imbalances between urban and rural areas.To achieve poverty alleviation in urban-rural integration development,it is necessary to establish a sharing mechanism for economic development dividends and public resources,as well as to jointly promote new urbanization and rural revitalization in poverty-stricken areas,and to develop human capital and enhance the ability of poor people to share economic development dividends,thus cutting off intergenerational transmission of poverty.
