摘要
高校面临的反腐形势依然严峻复杂.这折射出高校纪委深化"三转"不彻底,履职不到位,监督作用没有充分发挥.精准梳理,高校"三转"还存在领导体制瓶颈、路径偏向、视域偏狭、履职方式短板、队伍建设偏差等五大困境.十九大后推进高校"三转",应立足新时代全面从严治党新要求,从同步深化高校纪检领导体制改革;坚持权威推进模式,强化上级纪委自上而下的压力传导;提高站位,凝聚多元力量,形成推进合力;树立协同理念,着力创新履职方式;以制度建设打造专业化队伍等五个方面,精准施治.
The anti-corruption work in universities and colleges is still severe and complicated,which reflects that the deepening of the"three turns"of college disciplinary committee is not thorough,that the performance of the duties is not in place,and that the supervisory role has not been fully exerted.The"three turns" of universities and colleges also have five major difficulties,such as bottlenecks in the leadership system,path bias,narrow horizons,short-term performance patterns,and team building deviations.After the 19 th Party Congress,the"three turns" of universities and colleges should follow the new requirements of strictly administering the Party,and deepen the reform of the discipline inspection leadership system;adhere to the authority promotion model,strengthen the pressure transmission of the superior discipline inspection commission;establish a synergy concept,focus on innovative ways of performing duties;and build a professional team with system construction.
