摘要
党在高校的纪律检查制度是中国特色现代大学内部治理体系的重要组成部分。高校党内监督体系是实现高校党委对本校管党治党、办学治校全面领导的重要政治保障,需要充分发挥高校纪委专责监督作用。本研究基于高校内部治理体系,通过高校内部权力结构、高校党内监督体系、高校纪委监督权内部结构,逐层透视高校纪委监督权在高校治理体系中的角色地位和职能特征,进而围绕党章赋予高校纪委的职责,分别探究高校纪委监督、执纪、问责三项职权的配置方式。
The party’s disciplinary inspection system in colleges and universities is an important constituent part in the internal governance system of modern universities with Chinese characteristics.The inner-party supervisory system in colleges and universities is an essential political guarantee for the party committees to take full control of the party’s comprehensive leadership.It is necessary to give full play to the supervision of Discipline Inspection Commission in the colleges and universities.Based on the internal governance system of colleges and universities,the paper conducts the research from the internal power structure,the inner-party supervisory system and the internal structure of Discipline Inspection Commission and analyzes the role positioning and functional characteristics of supervision in the university governance system,aiming to explore the configuration methods of supervision,discipline and accountability of the Discipline Inspection Commission in colleges and universities.
