摘要
改革开放以来,我国政府绩效评估的价值取向经历了由发展生产到以市场为导向,再到以服务为导向的变迁历程,逐渐由经济理性向政治理性进行演进,以人民为中心是这一演进的最新成果。改革开放以来不同时期的价值取向有效引导了政府行为,极大提升了政府经济绩效水平,但也产生了一些问题。当前在新的历史方位上,建设新时代中国特色社会主义,需要政府实现其绩效评估价值取向的根本性变革,确立以人民中心的价值取向。
Since the reform and opening up, the value orientation of the government performance evaluation of China has undergone a transition from developing production to market-oriented, and then to service-oriented. It has gradually evolved from economic rationality to political rationality. People-centered is the latest achievement of this evolution. Since the reform and opening up, the value orientation in different periods has effectively guided the government’s behavior, greatly improved the level of government economic performance, but also produced some problems. In the new historical position, the construction of socialism with Chinese characteristics in the new era requires the government to realize the fundamental change in the value orientation of performance evaluation and establish the people-centered value orientation.
