摘要
城镇污水处理厂必将告别经验式的模糊管理,建立和完善精细化管理的体系,在高质量运行管理中不断提高效率、降低成本。城镇污水处理厂精细化管理的关键因素在于工艺的精细化运行、设备的精细化维护、人员的精细化组织、安全健康环境(EHS)的精细化整合;从这四个方面对精细化管理的实践做出了具体探讨和深入论述。同时,结合PDCA循环和SDCA循环质量管理理论,PDCA循环对于污水处理厂精细化管理的关键因素不断精进、持续改善;SDCA循环将改善的成果总结汇集成新的制度规范确保经验的传承。通过四项管理指标体系和两项管理工具的良好应用,可客观公正地评价污水处理厂整个运行管理体系的实施过程和执行结果。
Under the background of continuous improving and lean approaches,urban sewage treatment plant will establish and perfect the system through lean management by increasing efficiency and reducing cost in operation and management as well as maintaining the high quality.This paper enumerates the key factors of the lean management of sewage treatment plant,and illustrates the management practice with specific and in-depth discussion from the perspectives of process,equipment,personnel organization,environment healthy and safety (EHS).Furthermore,the application of PDCA and SDCA cycle in the sewage treatment plant operation and management is discussed.The PDCA cycle improves the management practices continuously and the SDCA cycle summaries good management experiences and results into new institutional norms to ensure the continuous improvement.Through the application of lean approaches and management tools proposed in this paper,the operation and management results of the sewage treatment plant can be evaluated objectively.
