摘要
新一轮退耕还林工程是农户调整生计行为、延伸生计空间的重要选择,是生计资本约束下的农户非传统性生计策略。基于西北S地区1451个农户的问卷调研信息,应用多分类有序Logit模型,分析生计资本对农户退耕参与决策的影响机制,为促发农户退耕参与决策提供现实依据。研究结果表明:1)农户退耕参与决策受其生计资本水平的约束与调节,生计资源禀赋分化将影响退耕区农户的生计策略选择;2)从统计学意义上看,人力、自然、金融、社会与心理资本将显著影响农户退耕参与决策,显现了农户生计资本与生计策略的关联机制;3)农户林业经营技能、非农就业能力、生产资金获得难易程度、亲戚中是否有村干部、韧性指数等是农户退耕参与决策制定的关键要素,是新一轮退耕还林工程农户激励政策制定的关注重点。
The new round Grain to Green Project(GTGP)is the important choice for farmers to adjust livelihood behaviors and extend livelihood space,and is the non-traditional livelihood strategy under the constraint of farmers’livelihood capital.Based on the investigation of 1451 farmers in S region of the Northwest,multi-classification ordered Logit model was used to analyze the impact mechanism of farmers’livelihood capital on the decision of participate in GTGP,and to provide the realistic basis to motivate farmers’decision of participate in GTGP.The result shows:Firstly,farmers’decision of participate in GTGP results from the restraint and adjustment of their livelihood capital.Differentiation of livelihood capital will influence the farmers’livelihood strategy in GTGP region.Secondly,from the view of statistical significance,the human capital,natural capital,financial capital,social capital and psychological capital,will significant effect farmers’decision of participate in GTGP,and which appears the correlation mechanism between livelihood capital and livelihood strategy.Thirdly,forestry management skills,off-farm abilities,production funds to obtain,whether there’s village cadres in relatives,resilience index are the key factors of decision of participate in GTGP,and are the focus to formulate the farmers’incentive policy of new round GTGP.
