摘要
[目的/意义]中国大学综合实力排行榜的实证分析与建议有助于中国大学排名者认识自身在排名方面存在的局限性和不足,能够促其不断改进排名方法,提升排名质量。[方法/过程]以16项柏林原则为基准,以武书连榜、校友会榜、邱均平榜、软科榜的相关排名方法资料为比较分析对象,逐项对照、分析比较,给予五级等距吻合度量化分析和评判,结果为武书连榜4A+3D、校友会榜4A+2D、邱均平团队榜2A+2D、软科榜4A+3D,并对各排行榜获得A级和D级的选项进行了分析说明。[结果/结论]对排名机构从排名目的、指标设计与权重、数据收集与处理、结果公布等四个方面提出了相应建议。同时建议国务院制定《教育评价机构工作条例》,作为教育第三方评价机构开展评价工作和政府主管部门管理工作的基本遵循;建议学术界积极开展大学排名的理论与实践研究。
[Purpose/Significance] Empirical analysis and suggestions for Ranking of Chinese Universities' Comprehensive Strength can help Rankers to understand their limitations and shortcomings in ranking, so that they can improve ranking methods and ranking quality.[Method/Process] Based on 16 Berlin Principles, this paper compares and analyzes the relevant ranking methods of Wu Shulian Ranking List, Alumni Association Ranking List, Qiu Junping Team Ranking List and Shanghai Ranking List and gives five-level equidistant coincidence evaluation. Result shows that Wu Shulian gets 4A+3D, with Alumni Association 4A+2D, Qiu Junping 2A+2D and Shanghai ranking 4A+3D. And the list for Grade A and D options are analyzed.[Result/Conclusion] Suggestions are offered to ranking institutions in purpose of ranking, index design and weight, data collection and processing, and results announcement. It is suggested that the State Council formulate Regulations on the Work of Educational Evaluation Institutions, which should be the basic guideline for third- party's evaluation work and administration of government departments. Also, it is suggested that the academic circle should actively carry out the theory and practice study of university ranking.
