摘要
科学合理的合作机制设计是PPP项目成败的关键。在分析养老PPP项目系统反馈因果关系及三方合作策略基础上,研究系统博弈合作机理,基于演化博弈动态复制系统构建三方合作共赢系统动力学仿真模型。研究表明,政府部门总是倾向于选择合作策略,而三方主体是否能达到合作共赢,则主要取决于公众的参与策略;公众参与策略下的得益和特许收费价格对其策略选择影响显著,价格补偿比例只影响公众选择参与策略的时间;在公众参与前提下,建设补偿比例、运营补偿比例只影响社会投资者选择合作策略的时间,且建设补偿比例影响更明显。
The coordination mechanismdesign of scientific and rationalis the key to the success of PPP projects.We research system game cooperation mechanism based on the analysis of feedback of pension PPP project system and the tripartite cooperation strategy,and then construct a three-party cooperation and win-win system dynamics simulation model based on the evolutionary game dynamic replication system.The research shows that government departments always tend to choose a cooperative strategy,and it depends on the public participation strategy whether the three parties can achieve win-win coordination.The benefits under public participation strategy and concession price have very significant impact on their strategic choices,the price compensation ratio only affects the time when the public chooses to participate in the project.Under the premise of public participation,the construction compensation ratio and operational compensation ratio only affect the time for social investors to choose cooperation strategy,and the impact of construction compensation ratio is more obvious.
