摘要
[目的/意义]为更好解决生产和生活领域的安全信息不对称问题,完善安全管理体系和方法,进行安全信息不对称下的安全规制机制研究。[方法/过程]首先,提炼安全信息不对称的内涵,解释主客体间安全信息运动过程中的安全信息不对称出现环节,并构建安全不对称的致因模型,分析安全信息不对称的致因;其次,从三方面说明安全规制机制的功能,并构建安全规制机制的作用机理模型,阐述其内涵;最后,构建安全规制机制的设计框架,指出安全规制机制设计需考虑的要素及切入点,并从六方面提出具体安全规制措施,保障机制体系正常运行。[结果/结论]结果表明,安全信息不对称下的安全规制机制研究提出了有效的安全信息管理方法,能够为解决安全信息不对称问题提供借鉴和参考。
[Purpose/Significance]In order to better solve the problem of safety information asymmetry in the fields of production and life,improve safety management systems and methods,the research on safety regulation mechanism under safety information asymmetry was conducted.[Method/Process]Firstly,the connotation of safety information asymmetry was refined,the links of safety information asymmetry in the subject-object safety information interaction process were explained,and a causal model of safety asymmetry was built to analyze the causes of safety information asymmetry.Secondly,the function of the safety regulation mechanism was described from 3 aspects,the mechanism model was constructed,and its connotation was explained.Finally,the design framework of the safety regulation mechanism was constructed,the factors and entry points for the mechanism design were presented,and specific safety regulation measures were provided from 6 aspects to ensure the normal operation of the mechanism system.[Result/Conclusion]The results show that the study proposes an effective safety information management method,thus provides reference for solving the problem of safety information asymmetry.
