摘要
目的:了解社区卫生改革背景下上海的健康教育与促进人力资源现状。方法:以上海市健康教育促进中心基本情况调查表为数据来源,对上海市健康教育促进中心(简称市级机构)、16个区域疾病预防控制中心(简称区级机构)健康专业人员及上海市奉贤区、原静安区、普陀区、青浦区、松江区等5个区域的社区卫生服务中心(简称中心)从事健康教育与促进人员的基本情况进行调研和分析。结果:调查对象年龄以35岁以下为主,50岁以上人员较少。其中市级和区级机构健康教育科人员共182名,35岁及以下人员89名,50岁及以上人员30名;中心35岁及以下人员35名,50岁及以上人员2名。2016年市、区健康教育与促进机构开展健康指导与培训共49 937次,其中逐级业务指导1 332次,培训次数1 107次,培训人次数42 935名,重点场所现场指导4 563次,实施公众健康教育570次。健康教育工作人员主要负责将上级医疗机构的工作任务分解到社区卫生服务中心的各个团队中。结论:上海市的健康教育与促进机构网络较为健全,人力资源丰富,但也存在人员专业结构单一,专业技术水平不高,缺乏媒介传播等问题。应进一步优化健康教育与促进人员队伍,创新社区健康教育工作模式,并利用新媒体进行健康宣传。
Objective : To understand the current situation of human resources of health education and promotion in Shanghai under the background of community health reform. Methods : The basic of personnel information of Shanghai Health Education Promotion Center was used as data source, and the basic situation of personnel of Shanghai Health Education Promotion Center(hereinafter referred to as municipal institutions), 16 district centers for disease control and prevention(hereinafter referred to as district institutions) and 5 community health service centers(hereinafter referred to as centers) in Fengxian District, Former Jingan District, Putuo District, Qingpu District and Songjiang District of Shanghai who were engaged in health education and promotion were investigated and analyzed. Results : The majority of the respondents were under 35 years old, and fewer were over 50 years old. Among them, there were 182 health education staffs in municipal and district institutions, and 89 were under 35 years old, and 30 persons aged 50 and above, respectively. The centers had 35 employees aged 35 and under, and only 2 people aged 50 and above. In 2016, 49 937 health guidance and training sessions were conducted in municipal and district health education and promotion institution, including 1 332 step-by-step business guidance sessions, 1 107 training sessions, 42 935 people trained and 4 563 on-site guidance sessions in key places, and 570 public health education sessions were carried out. Health education staffs were mainly responsible for decomposing the work tasks of higher medical institutions into various teams of community health service centers. Conclusion: The network of health education and promotion institutions in Shanghai is sound and human resources are abundant, but there are also shortcomings such as the single professional structure, low level of professional skills, and lack of media communication.
