摘要
目的了解上海市闵行区社区卫生服务中心健康教育人力资源现状及存在问题。方法通过现况研究,采用自编问卷和访谈了解13家社区卫生服务中心的健康教育工作情况。结果全区防保科医务人员共有303人,其中男性74人(24.42%),女性229人(75.58%),平均年龄(32.21±7.86)岁。受教育程度以本科为主,共248人(81.85%);均为公共卫生或预防医学专业。调查对象平均工作年限4.32年。仅负责健康教育这一项工作的3人(23.08%),6人兼做包含健康教育工作在内的2项工作(46.15%),4人兼做3项工作(30.77%)。2017年全区健康教育工作经费支出共计212.88万元,平均为17.74万元/社区卫生服务中心;全区共开展健康教育授课6,639节,平均讲课数为3.17节/居(村)委/季度。人员普遍感觉从事健康教育工作的困难主要来自项目调查和讲课的组织与落实。结论建议各社区卫生服务中心可以根据工作量提高健康教育人员配比,以保证社区健康教育人员的数量与质量和整合区内健康教育资源,从而促进社区健康教育工作开展。
Objective To understand the current situation and existing problems of health education human resources in community health service centers in Minhang District of Shanghai. Methods The current situation of health education in 13 community health service centers was investigated by using self-designed questionnaires and interviews. Results There were 303 staff in the District, including 74 men (24.42%) and 229 women (75.58%), aged from 23 to 50, with an average age of 32.21±7.86 years. The education level was mainly undergraduate, with 248 people (81.85%), and all of whom were public health or preventive medicine majors. The average working life of the respondents was 4.32 years. Only 3 persons (23.08%) were in charge of health education, 6 persons (46.15%) were in charge of two jobs including health education, and 4 persons (30.77%) were in charge of three jobs. In 2017, the expenditure on health education in the whole district totaled 212.88 million yuan, averaging 177.4 thousand Yuan per community health service center;a total of 6,639 health education lectures were taught in the district, with an average of 3.17 lectures per quarter per residential (village) committee. There is a general sense of difficulty in engaging in health education work, mainly from the organization and implementation of project surveys, and health education lectures. Conclusion Community health service centers should improve the proportion of health educators according to the workload to ensure the quantity and quality of health educators and integrate health education resources in the district, so as to promote the development of community health education.
