摘要
改革开放40年来,我国研究生招生政策经历了改革大潮中恢复重建(1978-1985)、系统调整中稳步推进(1986-1997)、法制规范中加速发展(1998-2012)以及深化改革中内涵提升(2013年至今)四个阶段。基于政策学的分析范式,我国研究生招生政策的基本逻辑体现了以内部利益相关者与外部社会需求共同促进的动力机制,彰显了以"效率""公平""质量"交互作用的政策价值,达成了以制度规范和机构规范为共意过程指向,形成了以政治学话语为主导的多元利益表达。在此基础上,我国研究生招生政策应基于逻辑的变迁作出调整与完善,在动力机制上转变政府职能,优化高校研究生招生自主权;在价值目标上注重"公平与质量",深化招考方式与内容变革;在过程路径上注重治理的政策运行逻辑;在政策话语上注重多元主体间的利益表达与整合。
During 40 years of Reform and Opening-up,China's postgraduate enrollment policy experienced four stages:restoration and reconstruction in the tide of reform from 1978 to1985,rapid development in the rule of law from 1986 to 1997,connotation enhancement in deepening reform from 1998 to 2012. Based on analysis paradigm of policy science,China s basic logic of postgraduate enrollment policy reflects the dynamic mechanism promoted by internal stakeholders and external social needs,highlights the policy value of the interaction among efficiency,fairness and quality,has reached the goal of consensus of systematic norms and institutional norms,and forms multiple interest expression dominated by political discourse. With the deepening of the reform and governance of graduate education,the postgraduate enrollment policy should be improved. From the perspective of dynamic mechanism,functions of government should be changed while autonomy of postgraduate enrollment in Colleges and Universities should be optimized. From the perspective of value target,attentions should be paid on fairness and quality with reform of recruitment methods and contents deepened. Stress should be laid on the logic of governance policy in process path. Attentions should be paid to interest expression and integration among multiple subjects in policy discourse.
