摘要
长期以来由于缺乏有序的收集处理机制,我国社会源危险废物收集难的问题未能得到有效解决,导致不规范处理活动引起的环境污染事件屡见报道。废铅蓄电池属于典型的社会源危险废物。本文以山东省废铅蓄电池回收体系试点情况为例,总结分析了典型社会源危险废物收集和转移管理制度创新试点取得的成功经验和仍需要解决的问题,并提出了相应的对策建议。山东省试点经验表明,落实生产者责任延伸制度,完善相关法规制度,充分发挥合法企业积极性,可以建立规范有序的废铅蓄电池回收体系。
Used lead-acid battery is a typical social source hazardous waste.Since China has not established the orderly used lead battery recovery system for a long time,a large number of used lead-acid batteries have flowed into illegal channels,and the environmental pollution incidents are often reported.This paper introduces the implementation of the pilot responsibility extension system in Shandong Province to establish the used lead-acid battery recycling system,summarizes and analyzes the existing problems,and puts forward the corresponding countermeasures.Through the construction of the used lead-acid battery recycling system in Shandong,it could be proposed that the establishment of orderly recovery system of used lead-acid battery can be realized by implementing responsibility extension system,improving relevant regulations and management system,and igniting the enthusiasm of the lead-acid battery manufacturing enterprises,the secondary lead enterprises and the professional recycling companies.
