废铅蓄电池逆向物流体系构建及溯源管理实践 被引量:4

摘要 我国铅蓄电池产销量约占全球市场比例40%以上,废铅蓄电池产生量大,但废铅蓄电池无序回收、非法拆解和冶炼,引发严重的环境污染问题。在我国“双碳”目标背景下,根据生态环境部开展废铅蓄电池集中收集和跨区域转运试点工作的通知,河南省先行先试,率先在四个省辖市建设废铅蓄电池逆向物流回收体系,探索实践溯源管理模式,应用“物联网+溯源管理”信息化赋能,推动减污降碳协同增效。河南省废铅蓄电池处理产能大,通过试点工作,探索建立和完善了废铅蓄电池回收处理管理政策,初步构建了逆向物流体系和溯源管理机制,规范回收环境效果明显,环境污染风险大大降低。实践证明试点技术可行、管理模式可行,形成了可借鉴、可复制的模式和经验。 China’s lead storage battery production and sales accounted for more than 40% of the global market.The waste lead storage battery production is large,but waste lead storage battery disorderly recycling,illegal dismantling and smelting,causing serious environmental pollution problems.Under the background of“Carbon Peak and Neutrality”,according to the notice of the Ministry of Ecological Environment to carry out the pilot work of centralized collection and transregional transport of waste lead batteries,Henan Province first constructs the reverse logistics recovery system of waste lead batteries in four cities,explores the practice of traceability management mode,and applies “ITO+traceability management”to promote pollution reduction and carbon reduction synergistic interaction.Through pilot work,Henan explored the establishment and improvement of waste lead storage battery recycling management policy,initially constructed the reverse logistics system and traceability management mechanism,standardized recycling environment effect is obvious,environmental pollution risk is greatly reduced.Practice has proved that the pilot technology is feasible and the management mode is feasible,forming referential and replicable experience.
