摘要
警务能力是国家治理能力的重要组成部分,是公安机关履行自身职能的核心要素。内容、理念及路径三重维度构成了公安机关警务能力建设的理论分析框架。作为基层实战单位的县级公安机关要充分认识推进公安机关警务能力建设的重要意义,加强警务能力的理论研究,以便更好地推动县级政府治理能力的现代化。
Policing capacity is an important part of the state’s ability to govern,and the core element of the public security organs to perform their functions.The three dimensions of content,concept and path constitute the theoretical analysis framework of public security organs’policing capacity building.The county-level public security organs,as the grass-roots combat units,must fully understand the significance of promoting the construction of public security organs’policing capacity and strengthen the theoretical study of policing capacity,in order to better promote the modernization of governance capabilities of county-level government.
