摘要
明晰高等教育质量问题是事关高等教育整体实践的前提性问题。通过对扩招以来的中国高等教育质量问题的发生学分析,发现高等教育质量问题不是单一的"某种"问题,而是由多种矛盾共同汇聚而成的复杂问题体系。从更深层次上讲,高等教育质量问题的发生是教育民主化进程中的必然,多元质量观是理解高等教育质量问题的关键因素。尽管高等教育质量问题的表现和归因具有多样性特征,但所有矛盾最终都汇聚到高等教育自身,表明质量问题的化解从根本意义上取决于大学的质量自觉。但大学质量自觉不是自动发生的,只有在观念、制度和高等教育内外部关系上实现综合性变革才有可能。具体而言,需要在观念上超越认识论和政治论的二元框架;制度安排上进一步落实高校办学自主权;在内外部关系上引入对话、协商机制,实现共同治理。
Clarifying the quality issue of higher education is a prerequisite for the improvement of higher education quality.From the genesis analysis of the higher education quality in China since the expansion of enrollment,it can be found that the quality issue of higher education appears to be an intricate problem system but not a single problem.In depth,the quality issue of higher education is a historical inevitable outcome in the process of the democratization of higher education,and the pluralistic quality views are the key to understand the problems of higher education.To solve fundamentally the problem of university quality depends on the quality consciousness of universities.To deal with the problem of China’s higher education,we need to transcend the binary opposition of epistemology and politics theory in cognition,reform the governance system of higher education and resort to democratic consultation participated by multi profit subjects.
