摘要
土地调查科技领域自"九五"以来取得长足进步,产生一大批创新成果,相关技术标准的制定与实施在国土资源基础性行业科技创新中发挥了重要作用。随着"三调"、不动产统一登记和自然资源资产管理体制改革等的全面铺开,更为科学完善的土地调查技术与方法体系的建立极其迫切。通过对我国土地调查规范化建设进程的梳理,及新时期土地调查标准化在顶层战略部署、科技创新工作推动和精细化土地调查理念等多方面形成的新要求,提出基于以上形势的土地调查标准体系构建的思路建议。
Land resource investigation has made significant progress since the 9th five-year plan,with several achievements in scientific and technological innovation.The formulation of relevant technical standards has played an important role in the technological innovation of the basic industries related to land and resources.With the proliferation of“the third national land resource investigation”,“unified registration of real estate”,and“reform of natural resource asset management system”,the need for the establishment of a more scientific and perfect land survey technology and method is extremely urgent.By analyzing the land investigation review process,and the new land investigation standardization requirements in various fields of deployment,the best strategy for technological innovation,along with meticulous work to promote the concept of land investigation,has been formulated.Further,suggestions for the development of a standard land survey system have been provided based on the above situation.
